ROAD CLOSURES: Learned posted county roads are closed. Access is allowed with permits available at the county road department.

PLANNING TASK FORCE: Discussed Community Planning Task Force with Alesia Ruchert of SEWEDA and engineer Grant Morgan. Focus is long-range planning related to wind energy development.

RECYCLING BIN: Accepted bid for one recycling bin. Bid was from Wally's Welding and Fabrication of Pomeroy for $16,381.92. Unanimous.

HEALTH CONTRACT: Discussed contracts and agreement with Quality Behavioral Health with prosecuting attorney Matt Newberg. Commissioners decided to continue expired contract on a monthly bases until a new contract can be agreed upon. The contract expired June 30. Unanimous.

WAGES AND BENEFITS: Signed agreement with employees group. There will be no raise, but county will pick up medical, dental and vision increases for the employee. Unanimous.

OPEN SPACE: Discussed new open space rules with landowner Bruce Barkuff. Owner of parcels between five and 20 acres must renew their application for open space tax exemption. The countyhas received seven applications to date. A hearing will be held on the requests in January.

HAZARD MITIGATION: Emergency Management director Clay Barr discussed hazard mitigation plan. Garfield County will join with Columbia and Asotin counties, with Columbia County as the lead agency, to develop a master hazard mitigation plan.
