James A. Brown, 19, 82 Shamrock Road, Burbank, was charged Oct. 6 with second-degree theft and second-degree theft -- access device. Brown is accused of wrongfully obtaining or exerting unauthorized control over $891.96 in cash, and appropriating a lost or misdelivered debit card between June 17 and 21.
