Candelita M. Torres, 29, 1009 N. Elizabeth St., Milton-Freewater, was charged Oct. 14 with second-degree theft. Torres is accused of wrongfully obtaining or exerting unauthorized control over $390 in merchandise belonging to Wal-Mart between May 9 and 25.
