economic development: Approve release of Port of Walla Walla portion of county Economic Development Funds to city of Walla Walla for PET Plastic Bottle Project.

speed limits: Workshop on proposed amendments to county code regarding speed limits in unincorporated areas of the county. Informational presentation only, public hearing to receive testimony on topic to be held at later date. Matter to come before commission at 1:30 p.m. during time for Public Works Department.


2011 Budget: Budget workshop with county Auditor Karen Martin and county Treasurer Gordon Heimbigner on final draft of county's 2011 budget. Discussion and possible final determinations on actions needed to achieve balanced final budget. Workshop anticipated to continue into afternoon. Final action on adoption of budget to take place at later date.

BUDGET: Conduct final public hearing on the 2011 budget. A third reading of the budget ordinance by title only will follow, and the council will consider adopting the budget.

SALARIES: Will consider adopting 2011 salary schedule, following a third reading of the ordinance by title only.

TRANSFERS: Will consider transferring money from the water revenue fund to the water cumulative reserve fund. Will also consider transferring money from current expense to the cemetery fund, and from various funds to the equipment replacement and repair fund.

PLAN: Consider approving the 2011-2016 6-year capital improvement plan.

CLOSED SESSION: Will meet in executive session to discuss potential litigation with the city's legal counsel.

Columbia County

When: Monday, 10 a.m.

Where: Commissioner Room, Courthouse

SOLID WASTE: Review preliminary draft of the 2010 comprehensive solid waste and moderate risk waste management plan.

HEARINGS: Schedule public hearing for the Bonneville Power Administration franchise agreement. Conduct public hearing on budget amendments at 1:15 p.m.

PUBLIC WORKS: Consider resolutions related to transfer station upgrades and sick leave bank.

CLOSED SESSION: Meet in executive session for union negotiations with road department union.

COURTHOUSE: Will discuss re-key bid and assessor's office window repair with courthouse maintenance supervisor Seth Teeters.

EMERGENCY MANAGEMENT: Discuss dispatch services with emergency management Director Bill Peters.

LIQUOR LICENSE: Discuss Ski Bluewood liquor license with Dayton Chamber of Commerce director Lisa Ronnberg.

PLANNING: Will discuss draft building code ordinance and building and planning fees schedule changes, development in Dayton Urban Growth Area, and final map for Archer project.

FAIR BOARD: Consider request for hotel/motel funds from Columbia County Fair Board.
