Justin L.R. Frame, 22, 135 S. Wilbur Ave., Apt. G-1, was charged Dec. 31 with two counts of violation of the Uniform Controlled Substances Act. Frame is accused of unlawfully delivering marijuana within 1,000 feet of a school bus route stop on Nov. 24 and Dec. 11.
