WALLA WALLA -- The driver of a car that crashed last fall on Bryant Avenue, injuring two passengers, was charged with felonies Thursday in Superior Court.
Raphael L. Torres, 24, of Boardman, Ore., is accused of two counts of vehicular assault. Officials allege he drove the 1998 Chevrolet Malibu in a reckless manner, under the influence of alcohol or with disregard for the safety of others when the wreck occurred.
Torres was speeding west in the 100 block of Bryant Avenue at about 2:35 a.m. Nov. 13 when the vehicle collided with a planting strip, knocked over a lighting standard, went over a sidewalk and crashed into a tree, according to a police report filed in court.
His passengers, Jesus Carillo, 23, and Christian Garcia, 13, both of Hermiston, reportedly suffered various broken bones.
According to results of a blood draw taken from Torres, his blood-alcohol level was 0.14, the police report says. That's over the legal limit of 0.08.
Torres has not been arrested, but is being summoned to court Feb. 16 for his first appearance on the charges.
