Regarding the sales-tax avoidance by our Oregon neighbors, consumers buying commerce in Oregon are paying into a fiscal budget. In Oregon it is called income tax, and every business has that tax figured into its overhead, which is passed onto every customer.
Our sales tax is a line item levied on selected purchases, which in turn is used to maintain the overhead of the state/city, to which the patrons from Oregon enjoy, for free as of now.
