Members of the council are Bill Boyd, Lynn Delph, Juan Avila and Dennis Snider. Mayor is Duane Thul. With all present Wednesday the council:

  • NEW OFFICER: New police Officer Aaron Gardner was sworn in.

  • ANIMALS: Approved a large animal permit for two horses in a pasture zoned suburban residential. The vote was 4-1 with Avila voting no.

  • GARDEN: Voted to provide water for a community vegetable garden. Barbara Wilcox and Candi Brunner told the council they have the land for the garden, but requested the water be provided. Unanimous.


  • POLICE PAY: Adopted a pay scale for the police department but did not address a pay raise for the sergeant position. Unanimous.

  • BUDGET: Appointed Denise Sampson as budget oflficer, and adopted a budget calendar. Unanimous for both.

  • BID: Awarded bid for storage building at lagoon site to Wallace Construction. Milton-Freewater. Wallace's bid of $11,400 was the lowest of three submitted. Unanimous.

  • LIGHTING: Decided to have more efficient lighting installed in the library, shop and police department. Cost will be $2,277 for the library, $795 for public works, and $376 for the police department. Unanimous.


  • OREGON MAIN STREET: Agreed to try a one-year membership in the Oregon Main Street organization at the request of the Historic Landmark Commission. There is no cost for the membership. Unanimous.


  • LATE FEE: Voted to implement a late fee charge on water and sewer bills received after the 20th of the month. This will be effective beginning July 1. Unanimous.


  • CITY HALL: Took no action on a proposal from Miller Consulting to grant a 10 percent discount if the $18,000 cost for services is paid up front. Discussed Phase 1 and Phase 2 for City Hall repairs, estimated to cost $109,400. Decided to continue discussion at next month's meeting.

  • GRANT: Voted to accept a $3,000 gramt for a laser radar from the Oregon Department of Transportation. The city will pay for the laser up front, plus shipping, and will be reimbursed by the state for the radar. Unanimous.

  • BRIDGE WEIGHT: Discuss bridge weight restriction limit ordinance. The ordinance cannot be completed and implemented until signs announcing the restrictions are installed.

  • POLICE: Approved Kelly Greenough as a volunteer police department evidence technician. Greenoughwill take care of evidence and will be able to collect evidence at crime scenes. She will take an online class which the city will pay for. Also approved purchase of two handguns for the police department. Unanimous for both.
