Members of the council are Bill Boyd, Lynn Delph, Juan Avila and Dennis Snider. Mayor is Duane Thul. With all present Wednesday the council:

  • OATH OF OFFICE: New council members were sworn in. Lynn Delph will replace Chet Mills. Bill Boyd.


  • CLOSED SESSION: Met in closed session to discuss employment.

  • WATER: Discussed engaging Anderson Perry amp; Associates to develop a water system plan.

  • CITY HALL: Discussed whether to have a public meeting or use a newsletter to explain the details of the repairs needed to City Hall. The consensus of the council was that a newsletter would be better The mayor will draft a newsletter and the council will review it before it is distributed.

  • PLASMA CUTTER: Approved purchase of plasma cutter from NORCO for $1,595.

  • NORCO submitted the lower of two bids. Unanimous.

  • GRANT: Accepted $3,000 grant from the Oregon Community Foundation to go towards conducting a feasibility study for City Hall. The Foundation is through Cycle Oregon. Unanimous.


  • SHORT SCHOOL: Approved attendance at Public Works Short School in Pendleton March 28-30 by both public works employees. Cost is $230 per person. Unanimous.


  • DOG ORDINANCE: Adopted updated dog ordinance. Unanimous.

  • PARKING: Discussed parking restrictions on Second Street. The street is narrow, and when residents park on both sides of the street there is not enough room for passage of a fire truck. The mayor will talk to residents before any formal action is taken.


  • CREDIT CARD: Approved police department credit card with a $5,000 credit limit. Unanimous.
