Garfield County Commissioners are Dean Burton, Wynne McCabe and Robert Johnson. With all present Monday commissioners:
PEOLA ROAD: Opened six bids for the 6.27 mile Peola Road reconstruction project. The bids were higher than the engineer's estimate of $3,758,817. The apparent low bidder is Scarsella Brothers Inc. of Seattle, who bid $3,922,864. The engineer and project manager will review the bids and recommend the award May 9. Other bidders were North Central, Inc., Moses Lake, $6,077,860; West Company Inc., Airway Heights, $4,611,385; M.A. DeAtley Construction Inc., Clarkston, $4,406.476; Goodfellow Brothers Inc., Portland, $4,566,566; and Apollo Inc., Kennewick $4,704,543.
MENTAL HEALTH: Met with Gail Price, Gerri Lee and Gayle Fleming of Quality Behavioral Health to review business plan. Commissioners approved signing the plan, contingent on approval by the prosecuting attorney. Unanimous.
REDISTRICTING: Discussed letter from Pomeroy School District regarding redistricting. The school district in 1996 adopted the county commissioner districts to use for three of the school board members, with two other positions at large.
E-911: Discussed retirement of E-911 coordinator Virginia A. Boyd with Sheriff Ben Keller. Keller told commissioners he needs six months to train her replacement. Commissioners agreed the position should be opened in-house. Boyd has worked for Garfield County since 1986, and has been E-911 coordinator since 1999.
HEARING: Set a hearing on a change in land classification for May 23 at 1:30 p.m.
