WALLA WALLA -- Walla Walla County sheriff's deputies arrested Carlos "Manuel Serrano Ortiz, 32, early this morning at Providence St. Mary Medical Center after an investigation into a collision on Stateline Road Monday night.

Serrano Ortiz was driving a pickup westbound at high speed on Stateline Road when he crossed the center line and struck another vehicle, officials said.

Neither the driver nor passenger of the 2004 Chevrolet pickup struck by Serrano Ortiz were injured. Serrano Ortiz was taken by Milton-Freewater Ambulance to the hospital. Paramedics said Serrano Ortiz smelled of alcohol and appeared intoxicated, officials said. Blood tests showed a .36 percent blood alcohol content -- more than four times the legal limit -- after the collision, officials said.

Hospital staff also reported Serrano Ortiz threatened to kill them and their family members if they did not release him from the hospital. Serrano Ortiz allegedly made the statements several times to various staff members.

Serrano Ortiz, whom officials said also has a warrant out of Los Angeles for drug possession, was arrested on investigation of driving while intoxicated and felony harassment.
