Rosa was born on March 28, 1938, in Elijah, Mo., to Virgil and Katherine Tackitt. She was raised in Eastern Oregon and attended Pendleton grade schools and Pendleton High School. On Sept. 7, 1955, Rosa married Frank Edward Webb in Pendleton. The couple lived in Pendleton, Heppner and Pilot Rock, before settling in Athena, where they made their home. Rosa was a homemaker and dedicated her time to raising their children. It was important to her to attend any sporting event her children and grandchildren had. She was always there to cheer on her family with encouraging words and support. Rosa was a warm and caring woman who loved people. She was always sure to have candy for the neighborhood children who would stop by to visit with her. She was affectionately known to many children in Athena as "the Candy Lady" or sometimes just "Grandma.". Rosa also enjoyed cooking and going to yard sales. She loved country music and brought her family along to attend many, many concerts and shows throughout Oregon and Washington. Rosa founded several TOPS chapters in eastern Oregon, in which she was a powerful source of support. She was a long standing member of the Athena Christian Church where she volunteered much of her time. Her husband Frank passed away in September of 2007.
Together they had celebrated 52 years of marriage.
