Rick E. Cooper, 47, no permanent address listed, was charged Nov. 13 with unlawful imprisonment — domestic violence, fourth-degree assault — domestic violence, and two counts of violation of the Uniform Controlled Substances Act. Cooper is accused of knowingly and unlawfully restraining a person and assaulting the person, both Nov. 8, and unlawfully possessing methamphetamine and using drug paraphernalia, both Nov. 9.
Justin J. Stokes, 37, address not confirmed, was charged Nov. 13 with third-degree retail theft with extenuating circumstances. Stokes is accused of committing theft at three or more establishments within a 180-day period between Sept. 29 and Oct. 24.
