Kenneth E. Hackett, 43, Baker City, Ore., was charged Feb. 26 with theft of rental, leased, lease-purchased or loaned property. Hackett is accused of wrongfully obtaining or exerting unauthorized control over a cargo trailer that was rented or leased to the defendant between June 9, 2011, and Dec. 24, 2012.
