Council members are Marty Dunn, Kevin House, K.C. Kuykendall, Karl Newell and Debra Callahan. With Kuykendall and Mayor Walt Gobel absent Wednesday, the council:
FESTIVAL OF TREES: Waived event fee for Future Farmers of America Festival of Trees event.
WATER RATE: Tabled discussion of water rate increase until the next council meeting, on Dec. 16.
PROPERTY TAX LEVY: Approved motion accepting City Manager Randy Hinchliffe’s recommendation that the city not take the 1 percent increase in property tax levy amount allowed by law. The levy capacity will be banked instead, and 2014 property tax rates will decrease 5 cents, from $2.42 to about $2.37 per $1,000 of assessed value.
ANNEXATION: Approved resolution annexing city-owned property outside of city limits, including the upper portion of the city cemetery and sewer lagoons.
TRANSPORTATION PLAN: Amended the city’s six-year transportation improvement plan to include a project to build a sidewalk on East Seventh Street. The city has $41,000 left in federal funds from the West Seventh Street sidewalk project, and plans to use those funds and additional federal grant money to build the East Seventh Street sidewalk.
