911 tax: Public hearing on amending county code recently enacted state law to impose an increased county enhanced 911 excise tax on the use of prepaid wireless telecommunications service. Hearing scheduled for shortly after start of morning session at 9:30 a.m. Action on item may follow.

property taxes: Workshop with county Treasurer Gordon Heimbigner on request to petition Superior Court to cancel property taxes which Treasurer’s Office has deemed uncollectable. Action on item may follow.

public works: Purchase of asphalt distributor from lowest bidder.


work session: Reports and miscellaneous business. No formal action scheduled.

Where: College Place City Hall, 625 S. College Ave.

marijuana: Public hearing on proposed ordinance to establish a moratorium on zoning regulations and permits for marijuana growing, processing and retail operations. Possible action on item may follow.

health care: Authorize city administration to execute agreement with Association of Washington Cities for Employee Benefit Trust Health Care Program.

right of way: Approve resolution to grant College Place School District access to city right of way to install and maintain lights at access points to new high school.

cars project: Discuss and provide staff direction on bus stop locations, landscaping treatment and signage issues related to the College Avenue-Rose Street Reconstruction Project.

fund: Approve ordinance to create and authorize operation of a Street Capital Contribution Fund to segregate money received for traffic impact mitigation in the city budget.

budget: Presentation on preliminary 2014 budget.
