I'm appalled by the use of chip seal on city streets. It's bad enough on the country roads, but is downright painful in town. I suppose the high-friction surface will allow for reduced winter maintenance. Oh, wait a minute... They already don't do anything in the winter, so I guess that's not the reason. At the very least they could clean up the loose gravel that's all over the sidewalks and still getting tossed around by passing vehicles.
