Rules trap former Pacific Power customers in Catch 22

It's only a catch 22 due to Pacific Power being greedy and money hungry. Just look at how much the rates have gone up over the last few years. When I first moved back here in 2007, my avg. bill was right around $45 a month. Now it is well over $145 and I use less power than I did then.
