Now while it is sad that an individual has died and the driver was not allowed to drive is not the only issue. Since the accident I have almost hit a few people who have ran across this highway and one was visibly intoxicated. There is a lack of common sense amongst pedestrians on this stretch of the highway and yes it is dangerous for anyone on this roadway, driver or pedestrian.
It's only a catch 22 due to Pacific Power being greedy and money hungry. Just look at how much the rates have gone up over the last few years. When I first moved back here in 2007, my avg. bill was right around $45 a month. Now it is well over $145 and I use less power than I did then.
