Most of the people who participate in these activities already are empathetic to the plight of homeless and give a lot of time, money, and energy to help. Unfortunately, those who would benefit from the learning experience of "walking in another's shoes" would likely be the last to sign up.

Is he referring to people with disabilities? And how is that related to the issue?
